The Department for Promotion of Industry and Internal Trade (DPIIT) chaired a meeting to analyse the progress made by social sector ministries in adopting the PM GatiShakti National Master Plan. The plan aims to promote a transformative and sustainable strategy to transform India’s infrastructural landscape. Through integrated planning and synchronised project execution across all relevant Ministries and state governments. A whole govt approach is being adopted, for better decision-making, and planning of projects such as comprehensive mapping of schools, public utilities, hospitals, services etc.

Therefore, it became necessary for social sector departments/ministries to implement Prime Minister GatiShakti National Master Plan (NMP) for the utilization of assets and holistic development across the nation. Following this, two consecutive meetings were organised by the Department for Promotion of Industry and Internal Trade(DPIIT) to discuss the benefits of the plan, the fusion of data layers, data quality, and challenges being faced by Ministries. Furthermore, 2 new ministries – Ayush and Skill Development – have adopted the plan.

The special secretary stressed the importance of adopting the National Master Plan (NMP) and the critical role it can play in coordinated planning & synchronized implementation of infrastructure and social sector projects. Use cases of adoption of PM GatiShakti in UP (Uttar Pradesh) for integration of the Pahunch portal for the planning of schools with the National Master Plan, 5G planning tool, optimisation of planning of Anganwadi in Gujarat, and the street furniture planning in Chandigarh discussed in case studies and best practices from states.

It was acknowledged that the onboarded social sector ministries made progress since the previous meeting. Furthermore, innovative and creative use of a national master plan platform in planning, implementation, and monitoring schemes for greater accessibility and last-mile connectivity to healthcare centres, schools, hospitals, and Anganwadi were mentioned to enhance public welfare. The social sector ministries were motivated to collaborate with states and aspirational districts to facilitate its wider adoption at a different level. 3 of the 7 saptarishi that were discussed during the introduction of the Union Budget for Fiscal Year 24 were inclusive development and last-mile connectivity.

The usage of planning and decision-making tools was mentioned by the Ministry of Tribal Affairs for selecting a suitable location for the PVTG (Primitive Vulnerable Tribal Group) scheme and the Eklavya Model Residential School. The social sector ministries individually informed and deliberated on the progress made, the number of data layers merged, the development of planning and decision-making tools, and the challenges encountered. The meeting had productive deliberations from all the participants.
