Haryana making the new entry into the list of top three by getting the second position for the ease of logistics has clearly proved that the logistics and retail policy of 2019 by Haryana was by far one of the most vital steps taken for improving the logistics ecosystem within the state.

Haryana has taken over its neighbouring state Punjab in providing logistics infrastructure to the trade market and industry. Securing the second position from the top after being placed at no. 6 position in the year 2019, Haryana beat Punjab in the logistics industry as Punjab has slipped from no. 2 to no. 3. This certainly states the fact that the stakeholders of the state have expressed their confidence in the infrastructure of the state’s existing infrastructure and services as compared to Punjab and this resulted in the rise of the ranking than the earlier year.  

According to the latest report of the Ministry of Commerce and Industry, the ease of logistics across the different states of the nation in the year 2021, no. 1 position has been bagged by Gujarat. Haryana’s No 2 position in 2021, an increase of four places compared to 2019, is credited to quality of warehousing infrastructure, timeliness of cargo delivery and regulatory environment and efficiency of regulatory services in which the state had the highest score.

The improvement of the ranking in the logistics or any other industry is reflected by the initiatives taken by the state officials, implementation of the policies that are beneficial as well as the officials that are appointed for the logistics and formulation of the logistics, retail policy and the warehousing. The state ranking can only be improved with the right mechanism for the simplification of the regulatory regime that needs to be followed.

The state of Haryana has secured the highest score for the several standards that lead the state towards the position including timeliness of cargo delivery during transportation, quality of warehousing infrastructure, efficiency of regulatory services and operating and regulating the environment. The improvement in the ranking of the state that takes place reflects the initiatives undertaken by the officials.

Capital and interest subsidy is provided by the state from 5 to 25 percent for the setup of the warehousing infrastructure and logistics parks. The state reimburses 50 percent of the training cost of workers to logistics and warehousing units to enable the skilled manpower in the department of logistics of the industry. Through the process of self-certification, and assistance in land acquisition, the state has eased the regulatory process for setting up of logistics infrastructure in the states.

The lead reports of the year 2021 state that the improvement in the logistics sector in the state is also announced in the informal evidence that is present such as, ‘Haryana is in process for taking good initiatives with the main players of the industry bringing warehouse facilities along with the highways. The report has also highlighted the fact that the state has the maximum numbers of the Private Freight Terminal of PFTs in the country that is 9 in number and stands third highest in terms of the Inland Container Deport.
